The board has scheduled a special hearing for Thursday, according to Chairman Kent Finemore.
For months, they've wrestled with what makes a nursing home under the zoning code.
They've called in the town counsel for consultations and extended the application.

"We have to document what it is we're approving," he said.
"That's been a real struggle."
Additionally, New Hampshire has had a moratorium on new nursing home beds since 1995, state officials said, making it difficult to build new facilities.
