The ruling defeats hopes that the constitutional experts

Chirac says he'll address the law Friday, giving him about 24
hours to decide whether he'll back the law at the risk of more
strikes and demonstrations.
Or he might send the law back to
parliament with a request for modifications.
To soften the likely anger over further government action,
lawmakers say Chirac may also offer talks with labor leaders or
appoint a mediator to deal with their concerns.
